How To Get
Simply defeat 175 enemies in the game with Thor. Note that you must actually play AS Thor, as him as an NPC won't count. The soonest you can unlock Bill is around the first half of the Atlantis stage, though it could be sooner than that if you're dedicated enough.

Special Skills
Elemental Defense - Increases resistance to damage from all sources except for physical. Meaning fire, cold, energy and radiation impact won't be brutal. (Max. 10+ All Resistances)
Increased Hammer Damage - 15% increase -maximum- in damage to all Hammer attacks
